IMPORTANT - Portugal Golden Visa Update

Following the recent announcement by the Portuguese Government on June 23rd, which outlined a set of proposed changes to the immigration and nationality legal framework.

At this stage, we would like to reassure you of the following:

• These are only proposals, not yet law.

• The measures will still need to go through Parliamentary debate and approval, a process that may take several months and is not guaranteed.

• Importantly, the current Government does not hold a majority in Parliament, meaning the final version of the law will likely require political negotiation, and changes, exceptions, or special transitional regimes may be introduced as part of that process.

• The Government has publicly stated that the new rules are expected to apply only to future cases, i.e., those initiated after the law enters into force.

• As of now, there is no impact on your current process, and no action is required on your part.

• To further reinforce the belief that Golden Visa applicants will be treated distinctly and more favorably under the new nationality framework, we highlight the latest public messaging from the Portuguese government and national media.

Just today, several respected Portuguese news outlets, including Expresso—widely regarded as one of the most credible and influential newspapers in the country—have reported that the government is already considering exceptions for certain categories of immigrants, namely GV investors.

While immigration frameworks are subject to change, Portugal has historically applied such reforms with consideration for legal certainty and acquired rights. Structured investment programs such as the Golden Visa have generally been treated with consistency and predictability.
